To ask the Scottish Government what plans it has to improve (a) road safety on and (b) the surface of the (i) A702 and (ii) A71.

The following A702 road safety schemes have been constructed this financial year:

Easter Howgate which was completed in April 2016 – This scheme involved the removal of a parking lay-by and a change in camber to the carriageway to reduce the possibility of vehicles leaving the carriageway. The scheme cost was £175k.

Carlops gateway treatment was partially completed in June 2016 – This scheme involves upgrading the gateway road markings and relocating two vehicle activated signs. The gateway road markings are complete and the relocation of the signs is programmed for later in 2016.

The following A702 road safety schemes are planned:

Garvald Bus Layby provision – This scheme involves the installation of a new bus lay-by and associated facilities (bus/ shelter) and will include resurfacing due to the change in alignment. This will be constructed in late summer/autumn 2016.

Biggar 20mph provision – This scheme was identified as part of Transport Scotland’s Pilot 20mph areas. The promotion of the pilot 20 mph limits proposed for the trunk road network is intended to support road safety generally, but target safety benefits for vulnerable road users in particular. We held an exhibition to consult with the community on our proposals. The next stage is to formally promote the orders for the proposed changes through the traffic regulation order statutory process. Before promoting the order we will consult with the community council and other stakeholders to gain their views now the proposals are finalised.

Hillend – We are currently looking to promote a no waiting/loading/unloading traffic regulation order at Hillend to improve junction visibility, reduce indiscriminate parking and improve traffic flow through the A720 Lothianburn junction. We are also considering feedback from the community regarding the installation of an uncontrolled crossing traffic island near the chiropractor clinic on the A702.

In addition to the previously completed works this year on the A702 there are a number of maintenance schemes programmed for the A702 for the remainder of this financial year. These include resurfacing schemes at:

North of Boghall Farm

Roman Road


Joppa Wood

West Water


Biggar High Street

Douglas Hill

Wandel Railway Bridge


Lawhead farm

North of Flotterstone

Lamington Toll House

Lamington Kennels

In addition to these resurfacing schemes there is a £185,000 Structural Maintenance scheme programmed for Hazlieburn to Rutherford.

As always, these programmed works are subject to available budgets and competing priorities across the network.

The A71 is not a trunk road and as such is the responsibility of the local authority.
