To ask the Scottish Government what discussions it has had with the Secretary of State for Environment, Food and Rural Affairs regarding recycling targets.

The Secretary of State for Environment, Food and Rural Affairs wrote to me in December 2016 and January 2017, indicating that the UK Government would not support the current EU Circular Economy package proposal for a 65% recycling target by 2030.
