To ask the Scottish Government whether the young carers allowance will be regarded as a new benefit for the purposes of section 28 of the Scotland Act 2016, and whether this will be delivered in the current financial year.

New benefits will be introduced through secondary legislation, using powers contained in the Social Security (Scotland) Act, if the Parliament agrees to pass this legislation and grant those powers. The Scottish Government is currently considering the introduction of a Young Carer’s Allowance to provide extra support to young people with significant caring responsibilities.
